ar_location_rates table too big and need to be purged, How?

During upgrade to 12.1.3 ( from 11.5.10.2 ), one of the upgrade script run very long.  According to oracle support, our ar_location_rates table has too many data.  We did not use the vertax.  We use third party tax data and manually upload to ar_location_rates table.

My question is..... Is there a way ( oracle support way ) to purge the tax rate data to keep this table small...
