FDMEE Incremental Data Load Rule for Encumbrance in EBS

I was checking the the procedure used to load the data (EbsData) and found that incremental data load for incremental is enabled ONLY for actual. So Actual Flag = 'A', and non of the Encumbrance or Budget ('E' or 'B') will be considered.
