Do ATP using collected data respect reservation?

Hello VCP experts, We are using ATP based on Collected data. I reserved an Order (First) with entire Onhand Quantity, and then created another order (Second) which is scheduled at ITF. This second order is having a request date before the first order. Then I ran the data collection followed by the schedule order program with schedule mode = Reschedule using Request date but I found that reservation is not respected. Now the second order is scheduled using onhand and First order is scheduled at ITF. My question here is - Do ATP using collected data respect reservation? or any
