Why can't Oracle supply an 1099 only patch for Year 2015 (EBS ver 12.0.x)?

Current released Patch 21885889:R12.AP.A for Form 1099 Year 2015, consists not only update to Form 1099, but 1600+ bug fix items.

Update to "Form 1099" is a MUST as the report output format must change every year according to US Tax regulation.

However, my shop want to defer the other 1600+ bug fix items especially during the critical Year-End period.
