Invalid Percent Bill of Material (Error ID 129C) when setting up BOM

I do not usually set up BOM's, but have been assigned this role temporarily.  When setting up a BOM based on % quantity of components, I receive an error Invalid Percent Bill of
Material.  The quantities are all in KG and add up to 1 or 100%.  The QNTY data dictionary decimal places is set to 6.  I am unable to get past this error and do not know why. 
Any ideas?
