How do I eliminate white space on the left and right sides of my Siebel application user interface?

HI,

We are deploying the Siebel Public Sector and Siebel Public Sector eService applications (IP2015) for our clients.  We've encountered an issue and I cannot identify the way to resolve/mitigate it.  Here's the issue:

When views are displayed in the Siebel Public Sector application, the view expands to fill the entire page whereas when we instantiate views (even the same view) in the eService portal application, there are large blank spaces on the left and right of the view.  I'll attach a screenshot of each to help communicate the problem.  We are using the Open UI client in both cases.  How can I eliminate the blank space on the left and right sides of the portal application so I can more efficiently utilize the display for the user?
