Is there a way to stop Negative Incremental Backflush from creating Reservations in 12.2.4?

We are implementing Process Manufacturing in R12.2.4 and we are getting Reservations created when we do a Negative Incremental Backflush on a Batch. We have all flags regarding Reservations turned "off" in PE Parameters. We do NOT use any  Reservations for Batches.

To recreate:

  1. Create Batch with a component that is set to Incremental NO Reservations
  2. Incremental Backflush of 100, 100 WIP Issue to Batch NO Reservations
  3. Negative Incremental Backflush of 40, WIP Return of 40 - Reservation of 40 created.

Is there a way to stop this reservation from being created?
