Using P95620 for all versions

I have been using BI Publisher RTF templates on an off for about two years. I am at a client that is on 9.2. I noticed that when I used the P95620 and setup a UBE and left the version field blank, the version did not inherit the RD. I had to manually check out and assign the RD to the version. I got the same result if I assigned the UBE and a specific version in P95620. I don't recall having to manually checkout the version and assign the RD unless it was used as a child version. My
