ORA-1000 error in OEM 12c but not in alert.log

OEM 12c (Enterprise -> Monitoring -> Incident manager -> Events without incidents)  is reporting ORA-01000 maximum open cursors exceeded. This error is not in alert.log. Is that a OEM bug that is showing this error ? Why it is not in alert.log ?

I know that I can increase the value of open_cursors but want to know why only in OEM 12c but not in alert.log ?
