Can I disable ability to change UOM during receiving?

Hi, All.

Can anyone tell me if I am able to disable the ability to change the UOM at the time of receipt? 

Our receiver changed the UOM from BOX to THOUSANDS, and it overstated our accruals (wasn't detected until month end) .  Do you know if I can turn this feature off for the goods receiver?
