Add component line item existing order

Hi,

We have a requirement to customize existing order and add new line item (component) under the root item in the order. The order generated from Modifying existing assets like,

GSM Line

  - Caller Id

     -- Caller Id Fees

and we need to add

  - Voice Mail

    -- Voice Mail Fees

under GSM Line using Web Service or coding (It's not Interactive, so no way to show configurator).
