Hiding critical information in Database

Problem Description

We have critical data in our database which we want to hide from all users and grant select access to selective users only.

For instance there is a table having subscribers data (Call details etc). We want to hide data of selected subscribers from selective users enabling them to access all remaining data. You can also take the example of this critical data as, users credit card numbers.

What are the possible solutions to achieve above scenario in database version 11.2.0.3
