Patch Wizard. Files show as 'New Files', but they are already on the system

I'm trying to get patch wizard to work in R12.  We are not allowed to link to metalink, so the patches have to be manually downloaded.

Able to run the wizard against patches, but getting odd results in the impact.  All files are listed as New Files, they should be showing as existing files changed/unchanged.  Information in AD_FILES, AD_FILE_VERSIONS, AD_SNAPSHOT_FILES tables looks correct.  Snapshot is ran on a regular basis (each patch, which is frequently).

Does patch wizard us other tables not listed?  Is there a special snapshot parameter used for patch wizard?
