Old docs not appearing in user workflow queue

We have created a new user in WCC & assigned it to an Alias. New content being assigned to the alias is showing in user workflow queue but the old content that existed before the user was created does not appear in user's queue. Shouldn't all the content automatically be assigned to the user in Alias?

Any pointers are appreciated.
