Approval Management Busiess Analyst Dashboard Not Enabled?

Dear Experts,

I have completed relevant setup steps but business analyst dashboard not enabled for create approval rules,however seeded transaction types are enabled for select.

It remains as follows and seek your help to solve this issue.
