Apply EBS Patch in Hotpatch

Hi,

I have a patch 21162146 to apply for ACA.

The readme file states "For 12.0.X / 12.1.X / pre-upgrade patches (using adpatch), you must shut down all Application tier services before performing the tasks in this section."

I have always applied patches like these with the application down and maintenance mode enabled. Unless the patch stated to apply with hotpatch.

My co-workers are telling me that I can apply this patch using hotpatch becuase we are not patching in a pre-upgrade mode. We are already running on R12.1.3.

So can patch 21162146 be applied in hotpatch mode?
