system forecast zero (or low) in global domain

Hi all,

I'm on RPAS 13.4.3.4. I have RDF with 5 final levels.  When I open the forecast approval workbook in the Global domain the "System Forecast" and "System Baseline" are either zero or significantly smaller than the Approved or Last Approved forecast for 3 of the 5 final levels. I've verified that the System forecasts are 'normal' and populated in the local domains, but the global isn't showing the aggregated values.

It's a new domain so after initially discovering the problem I re-ran loadCurveParameters and loadRdfParameters for all of the locals and then re-ran the PreGenerateForecast and generate for each of the final levels.
