12.1.0.1 ORA-56938: no secondary time zone data file being loaded by on-demand or a datapump job

Hello,

I have problem with schema import. 

Impdp failed on error:

ORA-39097: Data Pump job encountered unexpected error -56938

ORA-39065: unexpected master process exception in DISPATCH

ORA-56938: no secondary time zone data file being loaded by on-demand or a datapump job

It happens from time to time, also when i import the same dump file as new user name then impdp execute successful.

Dump was exported on Oracle 11.2.0.3.0 64 bit Standard Edition, i try import on oracle 12.1.0.1 Enterprise Edition.

Timezone value on 11g is 14 but on 12c is 18 ....
