What is the recommended ADMIN_FUNCTION to use with the PS_ACAD_DEGR table?

I am working on a new 3C / Comm Gen process and the main table used in the 3C Engine Select query and the Custom Data Source Query is PS_ACAD_DEGR.  When I looked through the list of available ADMIN_FUNCTIONS I did not see any which contained the same primary keys as the PS_ACAD_DEGR table.

Our goal is that for each new record added to the PS_ACAD_DEGR table that a communication would go out to the student informing them their degree has been posted and it provides instructions to the student about how to obtain their physical diploma.  At the present time I am using the ADMIN_FUNCTION equal to STRM.  While testing, when my process runs for a student who has a single degree posted in the PS_ACAD_DEGR table the output is what I expected.  The issue which I am seeing is that if a student has multiple degrees posted for a single term (same
