Shadow Benefit Plan

We have a population of employees that are under our US benefit plan, but their oracle record does not reside in the US business group. Is there a way to "Shadow" their US benefits in a  "US dummy Record"?

Has anyone ever encountered a situation like this where you need to keep track of benefits in one country, but the record is in another business group?

Any help would be greatly appreciated.
