Install base behavior when IB trackable item is received into inventory via PO receipt

Came across a behavior when IB trackable serialized device are received into inventory either via PO or Misc receipt. See that in Install base, instance record for the serial number does not have  Owner account number field populated, but it does have the Internal Party (owner name ) populated. Attached screenshot for reference.

Want to know is this per standard functionality.

Reason for asking this. We are trying to do a mass update functionalty to transfer Owner for few instance which are in inventory  and owner is internal party. We are trying to update the ownership  but still device remain in inventory organization. So when testing this functionality found that Party name and Account number is mandatory . As the units above didn't have owner account number field populated when device was received into inventory via PO receipt, mass update fails as it requires owner account number to populate so that instance we want to transfer can be listed for ownership
