To use AME for approvals, is it mandatory to purchase a FULL License for Human Resources Module

Hi

We have the following Patch Level

Application Install Status Id Status (?=unknown)

Human Resources 800 Shared R12.PER.B.3

We have Oracle Human Resources installed as shared install.

We are planning to use AME for both GL Journal approval and  AP Invoice Approval process, and mainly parallel approval feature by applying the patch 19608529:R12.AP.B as suggested in  Note 1904137.1.  

But the following Note Doc ID 1678731.1.   suggests that Oracle HR should be Fully Licenced and we need to purchase a Licence separatly now.

Actually we are not planning to use any of the HR module feature at this point of time.
