ASAP performance degrades after restart

Hello

I am executing some performance tests over a fresh ASAP environment.

I have started to tune with large predefined ASAP configuration files in $ASAP_BASE/samples/sample_configs

ASAP environment has 19 NEPs configured with about 1996 devices total.

I tuned ASAP.cfg accordingly to allow ASAP to start up with 19 NEPs; increased MAX_THREADS and related parameters for SARM and NEP sections to avoid "Insufficient resources" in diag log files.

With this configuration system has a throughput of about 20 orders per second (1 ASDL per order)

When I restart ASAP with stop_asap_sys / start_asap_sys and immediately send a batch of orders troughput is reduced to about 6 orders per second using the same batch parameters.
