Average clustering ratio not usable anymore?

I did load just level 0 data and Average clustering ratio is .33. is it valid?

MAXL> alter database spr_p1.Plan1 reset;

OK/INFO - 1010008 - Maximum Declared Blocks is [12018688781299200] with data block size of [437091].
OK/INFO - 1010007 - Maximum Actual Possible Blocks is [6430000233195000] with data block size of [68880].
OK/INFO - 1019020 - Writing Free Space Information For Database [Plan1].
OK/INFO - 1019017 - Reading Parameters For Database [Plan1].
OK/INFO - 1070013 - Index cache size ==> [204800000] bytes, [25000] index pages..
OK/INFO - 1070014 - Index page size ==> [8192] bytes..
OK/INFO - 1070081 - Using buffered I/O for the index and data files..
