Unable to add new LE to a existing Ledger

I have created a new LE. while creating i have added existing location to this LE.

Now when i tried to add this LE to a existing EUR Ledger > ADD LEGAL ENTITY this LE is not listed the legal entity list.

Can any body tell me what might be the issue
