installing 12c issue

trying to install 12c on linux and keep getting a 404 when I go to host/sites/sitesconfigsetup

Weblogic is started with no errors

Node manager is started but does show: DMS starup class is not started. DMS runs with reduced functionality

I tried starting the Managed server from commandline and there is a error showing unable to set state to TRUE for sites-samples.

In the Admin server log I see that COM.FutureTense.Util.CSShutdownListnerer failed and also Cache.LinkedCacheProvider

I ran all commands using sudo.
