ACA - R081161 Hours of service report

We are using the lookback method for our ACA eligibility.  I set up a version of the R081161 to include only the F0618 pay types that we consider hours worked but when I execute the report in proof its returning Ineligible records for employees that have more than the 30 weekly hours (per the F0618) for the lookback period.  Here is my date set up.  What I am doing wrong?

Calculation Method - lookback

Eligibility Status Effective Date - 5/1/15

Measurement period - 5/1/14-4/30/15

Stability period - 7/1/15-6/30/16
