srvctl Fails to Start Database but sqlplus Works Fine When I perform

When I issue srvctl stop instance -d db -i db1 I receive that the database is stopped. But the instance in started.

[root@RAC01 /]crsctl stop crs -f

CRS-2791: Starting shutdown of Oracle High Availability Services-managed resources on 'rac01'

CRS-2673: Attempting to stop 'ora.crsd' on 'rac01'

CRS-2790: Starting shutdown of Cluster Ready Services-managed resources on 'rac01                                                                                       '
