Report on Inactive Projects using UDR's

We are trying to do a report of all inactive projects using UDR's and the options available are Automatically add all Active, On-Hold and View-Only projects and Manual selection. Either of the option doesn't let user select inactive projects. Is there any way of reporting Inactive projects via UDR? Any help is greatly appreciated.
