Account/Currency combination does not belong to this Organization.

Hi

When user trys to upload a budget entry to a new account combination for which the Legal entity segment has newly been created the user gets this error, Account/Currency combination does not belong to this Organization.

Other budget lines have uploaded successfully but this one associated with a new legal entity does not upload. Regular journal entrys can be posted with no issue. The legal entity is setup as a balancing segment with allow budget set to Yes. The combination is a valid account combination.

I found a note on using the organization ALL, we are not using this organization. And other lines on the ADI  file uploaded successfully only this one failed.
