32bit Oracle Client with ODBC on Windows Server 2012

I'm trying to get a 32bit Oracle Client 12c with ODBC working on Windows Server 2012. I've tried two client installations and an instant client installation but whenever I try to create a data source I get this error "The setup routines for the Oracle ODBC driver could not be loaded due to system error code 126: The specified module could not be found" (SQORAS32.DLL). I've searched the web and tried numerous things but nothing works. I also can't find anything useful in the event viewer. Can anyone help? Does the ODBC work in win 2012 or do I need
