Configurator AIR R rule by operational sequence

whenever I try to attache one routing from an item routings by operational sequence it attaches all of them.

Scenario

ITEM: ROUTING_TEMPLATE

ROUTING

OPSQ    MCU      MACHINE_RUN

10          W1001    1

20          W1002    1

30          W1003    1 

ITEM:1000

R AIR RULE

IF (SOME CONDITION)

* ROUTING_TEMPLATE 10 S100

S100 being a calculated segment

after i run R31410 all three routings are attached to my work order.

Is this working as designed? I guess i could make three different items with one routing each and see if that works.
