P08117 UDC's missing - What ESU had the special instructions to load them?

We are trying to work through testing of ACA.  We got to app P08117 and found the UDC's missing.  08|LN, 08|OF, 08|SF.  I looked back through the ESU's and didn't find any special instructions as to when those should have been loaded.  We loaded JL23079, JL23457, and now JL23485.  Either I am not reading the special instructions correctly or the UDC's are automatically loaded during some CNC step.  Can someone tell me what I am missing?  Or are the UDC's in a documentation guide that I don't have?
