Managed server start up question

Hello,

I have two environments, 10.3.6 and 12.1.3. Can someone tell me why when I restart a managed server in 12.1.3 it always redeploys my application from the admin server to the managed server? It doesn't do this in my 10.3 6 environment. The application is in staged mode and the domain is in production mode in both environments. I don't want it to redeploy on managed server startup, only when I manually redeploy.

Any ideas?
