Unable to login to OEM Cloud Control using Internet Explorer 11

When attempting to login to OEM (version 12.1.0.4 ) using Internet Explorer 11, members of my team are unable to login. Once the username and password are entered, and the "Login" button is clicked, an error window is displayed above the login box stating, "User Name and Password are required".

This does not happen in Chrome, Firefox, or older versions of Internet Explorer.

My guess is that there is a browser setting (pushed out by system policy) that is causing this, but I am not sure what to look for, or how to debug.
