Budget Funds Available Report Missing Information

We use Oracle R12.  We have come across a problem with the Budget Funds Available Analysis report.  It is not showing actual activity for some segments even though activity exists and is shown on other reports such as the Detail Trial Balance report.

Any suggestions?
