Prevent OPM batch creation if material shortage exist.

Hi,

Requirement is to prevent the entry of finished product against a batch until all the ingredients are not consumed or prevent batch to release until all the ingredients are not available in the inventory and there is no shortage exist. Is this possible to restrict system to record production without consumption?
