WO creation for Semi FG's

Hi, Finished goods work order is created by the Sales order. We have multiple level BOM with many semi FG's and need to create WO's for all the semi FG, how to make it possible.

We do not run R3482 to create WO's but we do it for purchase orders. If we run R3482 for work order creation does it create WO for semi FG and not for FG as the FG work order is already created by sales order. Please help how to proceed on this.
