RFR does not get records for many price change events

When RFR does not get entry for rpm price changes?

This is happening with me frequently that price change payload doesn't have many price change records , upon analysis I have found out that when RFR does not have entry for those price changes , then the payload table does not populate.

Please suggest asap if I am correct , if yes then please help me with the cases when RFR does not get entries.
