Tel URI -- SIP URI Manipulate To Header

I need please someone to help me to prepare a HMR on ACME SBC, that can manipulate the To Header and convert Tel URI into SIP URI as below :

****************Received INVITE Request***********************

To: "DOMR"<tel:+212520200264>;tag=35084e7f

            SIP Display info: "DOMR"

            SIP to address: tel:+212520200264

            SIP tag: 35084e7f

***********************Needed Format ***********************************

To: "DOMR"<sip:520200264@voip.meditel.ma>;tag=35084e7f

            SIP Display info: "DOMR"

            SIP to address: sip:520200264@voip.iam.ma

            SIP tag: 35084e7f
