How do you set Favorites applicable to all users in EBS 12.1.3?

How do you set Favorites applicable to all users in EBS 12.1.3?  We recently upgraded from EBS 12.0.6 to 12.1.3 and I tried re-adding the Favorites while connected as sysadmin, but, still not able to be seen by all.  (rdbms 11.2.0.4)
