12c Cloud Control's opmnctl startproc timed out

Hello, gurus and newbies like me,

I am facing an odd situation in 12.1.0.4 cloud control like the following (yes, I am on Windows 2008 R2 64-bit)

C:\Users\me> emctl start oms

Oracle Enterprise Manager Cloud Control 12c Release 4

Copyright (c) 1996, 2014 Oracle Corporation.  All rights reserved.

Windows service OracleManagementServer_EMGC_OMS1_1 failed to be started

Oracle Management Server is Up

Starting BI Publisher Server ...

BI Publisher Server Successfully Started

BI Publisher Server is Up

Thus, I manually tried to start OHS as the following and get the following message, too:

\app\em\gc_inst\WebTierIH1\bin>opmnctl startproc timeout=360  <-- default is 180? anyway, I saw it in emctl.log
