Restrict users from posting their own Journal Entries.

We are Oracle GL R12.1.3 .  My business partners want to restrict users from posting their own journal entries. The business wants them to be able to post journal entries created by other users. The business does not want to turn on workflow approval.  Is there a profile or a customization that would meet this criteria?
