unable to add service under GDSCTL

Here is my step to install GDS.

1. Install +ASM instance with grid user on dba_server and test_server.

2. Install single database 12c ze12c on dba_server with oracle user.

3. Create one physical standby database sb12c on test_server with oracle user.

4. Install one new 12c database DEV for catalog on dba_server.

5. no issue to create catalog, gsm, gdspool, database.

Only got the issue to create service, the error on the below:

GDSCTL>add service -service rw_service -gdspool pool_rw -preferred_all -role primary

GSM Errors:

NET-40063: Failed to create global service. Transaction rollbacked

sb12c:ORA-44782: Cluster Ready Services (CRS) service operation failed - reason: CRS-2415: Resource \'ora.sb12c.rw_service.svc\' cannot be registered because its owner \'oracle\' is not the same as the Oracle Restart user \'grid\'.clsr_register_service: clscrs_register_resource2 status = 246
