Personalising SPECIAL MENU(Tools) on form FNDSCSGN

Hi Gurus,

                I want to  call a form using menu item created on Tools menu by personalization.

          

                I am able to do this  using personalization, but there is a catch. I need to open a form and only then can  I access the SPECIAL MENU item created on Tools menu.   

               Is there a way to avoid the extra step of opening a form to access the Tools menu item created.

               Ideally what I would like to do is, as soon as you Switch the responsibility, You should see the newly created Menu item on 'Tools' menu. That means the personalization is on form FNDSCSGN.  When I personalize it on FNDSCSGN, the new menu item is not enabled. If I do the same thing on any other form , it will work.
