In a NON-WMS Org - how do I set picking rules for Move Orders to pick locator with smallest QTY firs

I have a NON-WMS enabled organization. 

I would like to control the move order allocation / picking  process to always pick the Locator with a smallest quantity first within a given subinventory.


Looking at the inventory picking rules I don't see an option to do analysis on quantity on hand.
