EBTax product fiscal classification - Tax Rule Issue

Hi All-

The requirement is to setup EBtax for a specific inventory item category(5 items in the category)  with different STATE tax. Vertex tax rate file is uploaded each month (which is based on straight zipcodes; not the item category).

In EB tax, I have

1. created the Product Fiscal Classification based on the particular item category (under Products tab).

2. created the Determining Factor Set, using the product fiscal classification. (under Advanced Setup Options tab)

3. created Tax Condition Set for each item in the product fiscal classification.(under Advanced Setup Options tab)

4. Now, on the Tax Configuration tab, created Expert Rule for 'Determine Tax Rate' for each state
