I am running the 1099 process on a new install of 9.1. The 1099 year end ESU has not yet been applied. I tried to run the update payment process R04513 and received the following message on the output :UBE: Retrieve of UBE file failed.  The file may not exist on Enterprise Server.

Is R04513 dependent on having the 2015 1099 ESU applied? Is that why I this message is being returned?
