Completion subinventory and locator in non standard job not populating with routing reference

The completion subinventory is not copying to the job from the routing of a referenced item in a non standard discrete job.  The jobs are created with a routing reference and should be populating these fields (it has been validated that they exist in the referenced item prior to creating the job).  Recently they have stopped copying to the job.  Does anyone have any idea why this would happen?

Any input would be greatly appreciated.
