APIs to update/insert data into AP_EXPENSE_REPORTS_ALL, AP_EXPENSE_REPORT_PARAMS_ALL tables?

We have a project which will require an extremely high volume of updates to Expense Report Templates and Expense Types.  Do any APIs exist to update or insert data into AP_EXPENSE_REPORTS_ALL and/or AP_EXPENSE_REPORT_PARAMS_ALL tables?
